“I was disappointed to learn that Governor Hogan has vetoed the Local Tax Relief For Working Families Act of 2021. The bill was passed with the support of the Bipartisan Maryland County Association and the votes. representatives of the two political parties.
The shift in 1999 from progressive income tax to a fixed rate for all counties in Maryland was a blow to working families and one of many tax policy mistakes that fueled the serious disparities that exist. today. This bill would have allowed voters and their elected officials in each county to restore the progressivity of local income taxes if they so wished. In our county, that would have meant a reduction in income tax for 95% of our residents.
I am confident that the People’s Representatives in the Maryland General Assembly will override the Governor’s veto when they return to Annapolis next year.
Hogan faces a majority Democratic-controlled legislature, and many of his previous vetoes have been overturned.
